Sir,
I have the honour to refer to paragraph 2 of
your secret despatch of the 7th of January, 1938, and to
inform you that steps are being taken to draw up a claim
for compensation in such detail as is possible on behalf
of the British subjects involved in the sinking of certain
fishing junks by a Japanese submarine in September last.
2.
Some further delay is to be expected in view of
the absence at sea of some of the witnesses.
